This guy is very sexual with me I like him but its just too much its putting me off and he's always going on about meeting up even though I don't arrange it

Depends on the guy.
I personally do have that sometimes (wanting just sex) but I never act too hard on it, I try, if it fails I just move on and forget about the person. If the first thing that makes you attractive to him is sex, and you really like him, you can try and start the relationship with that, it might surprise you and evolve into something better (although that is a leap o faith, and can backfire).
You can meet-up but refuse sex, get to know each other, and try to lead it into a more meaningful relationship before having sex.
Or you could simply forget about it and find someone else who's interested in you as person, not just sex.

To make a precise decision, though, is impossible without knowing the guy. I do have sexual attraction to some women with which I'd never engage in a long-term relationship, but I'm generally open to the idea of getting to know people who I have any sort of relation with (sexual, friendship, doesn't matter), but I'm afraid I'm an exception.
