The vibe a woman puts off is super important.
Personally, I am much more likely to approach a woman who is warm, friendly, smiles a lot and puts off a good vibe than one who comes off as "stoic", which is very hard to distinguish from stuck up, self-absorbed or having a feminist chip on her shoulder (the worst of all).

I went with B because good looking is always a plus. And if she's shy, it means that she isn't stuck up or flirty. She's probably a good girl who wants a relationship.
I want to date the shy one right now LOL because I know that all it takes is a little bit of time and that shall we open right up and she would become the most beautiful perfect woman
Wouldn't go for the first, but I'd be receptive if she approached me.
The other seems more attractive, but seems like she's going to be too difficult to crack and might not be that engaging underneath. I might go for her, but it doesn't seem like a pleasant endeavor.
Guys approaching has more to do with his personal sense of what he deserves and how receptive the girl is conveying. Assuming he is in a state of clear mind
Girl when you’re deemed pretty looking to a lot of people a lot of guys refrain from approaching you, except for the weird creeps who follow you down the road. Just an FYI!
I've had experiences with both types and even though you can break the ice and burst the bubble to get a shy girl to express herself, outgoing girls have been the most fun and more attractive to me so I'm going for first option.
It has been documented that models struggle due to men being afraid or thinking they have a guy already.
For me, it's always been a mix of indications of personality and physical attractiveness, with more emphasis on personality.
Anyone who says they would do a cold approach to a shy and stoic woman is kidding themselves. Average looking and outgoing girl all the way

I always shoot for the stars, because the worst that can happen is that she says 'no' or she isn't 'interested'.
Good looking. And shy is a win. Extraverted women are more likely to be dumb, slutty, and a pain. To me this is a win win on the second choice.

@KoolKid66 Your definition of average probably excludes the lower 2/3rds of the girls. Big girls which appears to include about half the girls are not so picky because they can't afford to be and because they have to settle for whoever they can get.
Now it is true that girls usually reject guys within their league. That is because, although guys don't marry down, most guys date down for sex. Therefore, girls chase after the hottest guys that will fuck them and reject guys within their league that would marry them.
