Why would a guy stare down a girl in a uncomfortable way?

Why does he stare me down with like these deep eyes and his chin tilted down when walking past me... but when someone else is watching him he immediately stops... he only does this when people are NOT watching him... what's his problem?

He thinks your hot and wants into your pants am afraid, a guy wouldn't give you a look otherwise. He may also be trying to communicate his interest in you non verbally. I would watch out for this type of guy.

It would creep me out, unless of course you like him, you give him the stare back and he might just make a move on you. Otherwise I wouldn't look at him.

No.. he seems to be the arrogant confident type... I think he would actually care about me... he's full of himself... I don't know
