Holds eye contact but never talks?

There's a guy at office that always holds eye contact whenever we happen to cross the hallway until I feel awkward and have to tear my eyes away. But he doesn't really try talking. I'm the only one initiating conversation if we're working in the same workspace but it ends within seconds and he only responds to my questions. What's going on? He's 30. I'm 26.

How sexually confident are you? Next time he's staring you down walk up to him and say, "looking's nice, but touching is way more fun. I'm heading to the bathroom if you wanna follow me?"
He either will or won't. And if he won't well... he probably stop staring at you!

See dating a co worker or neighbor is totally a weired situation. And maybe kinda shy guy... to start conversation for.

I'm curious though, if he was interested wouldn't he try to converse more as opposed to just responding to my questions and ending our conversations within minutes? Or expressing an interest to keep in touch?

Are you expressing any interest in him? If you were interested, wouldn't you try to talk to him a little more? Seems like you expecting him to do all the work.

See Mam let me tell you one thing it's not always... like that , if he was interested in me then he would have initiated coz he is a boy... but mam you have to understand one thing also... sometimes even girl have to take initiative so that if a guy is shy , then he can also show some interests in you...
