A man can find you physically attractive (pretty or sexy), and have a desire to have sex with you, or even just admire your beauty, but that doesn't mean he wants to be in a relationship with you. The requirements for a relationship are much higher, and it seems that he knows you well enough to disqualify you for some reason. It might be a physical thing - maybe he only dates tall girls and you're short (or vice versa), or maybe he likes brunettes and you're a blonde. But it could also be something about your personality that he doesn't like, or some behavior you have, or your age, or whatever.

I'm sure if you asked him "why don't you like me as a potential relationship partner?" I'm sure he'd tell you HIS reasons, but whatever they might be, he doesn't feel that you meet them. That doesn't change the fact that you're pretty - but pretty isn't enough to qualify for a relationship - by itself, it only qualifies you for casual sex.
