He seems to like to chat judging by his long replies and enthusiasm but he very rarely texted me first. I felt bad about and asked him about it. He first acted like
he didn’t remember who mostly started our conversation. He did promise to text me first from
now on. He did keep his promise and he texted me first… still not as frequently that I would’ve liked it. I’m afraid that I will still be the one who texts first.

Couple of scenarios here:

1. He's shy of texting first/making a move.

2. He's keeping you as a backup

3. He's not clear where he sees you.

If this continues, best talk to him clearly you feel things are one-sided. If you like him, tell him this even more so.

If you don't, he'll take you for granted or things will crash between you.

In a joking way I replied to his text ” hi  you probably knew that I was asleep by then lol”

He didn't 'act like' he didn't remember who texted first all the time... he really didn't remember. Why? Because we (guys) don't give a shit and stress over stupid stuff like that. We don't remember stuff like that.
