When a guy compliments you over not so noticeable things?

He said I look pretty in long dresses and he loves my laughter. He also flirts with me a lot like this and I catch him staring at me frequently then he quickly looks away. Sometimes he doesn't even care that I know he's staring. Does this mean anything when a guy compliments you over things that people usually don't notice much?

It means he's not accustomed to flattering women, or he's a little shy. He's also not too well-versed in love language if he's been doing this a lot. He's looking for a way to impress you so that you will give him the time of day, so to speak!

Yes it does because it shows that he takes time and spend kind of preparation to compliment you. He´s not rushing things, he gives those compliments on purpose to show you that he´s interested in you.
