I feel like a guy would not say that to someone he could potentially see himself with... or maybe he would say something else... then goes on to say that he hopes I find someone who can.. and hopes im happy..

I don't think that your two options that you gave are mutually exclusive. He doesn't feel like it would be a good match and that he can't give you that. So it's a truthful statement and rejection.
