He thinks I’m mad at him and is distant?

A guy who I have been told is interested in me thinks I am mad at him. I’ve told him multiple times that I am not and his response is that “I know you hate me”. It’s over something so small, I wouldn’t be mad at him, but he won’t believe me. My friends have also told him that I’m not mad at him. He still talks to me, flirts a little less, but is overall distant. Why would he be acting this way and also not believe me?

He sounds really insecure. Clearly too immature to be open and move on once you have told him things are fine. Or maybe he doesn't know how you feel about him so his trying to protect his feelings.

He jokingly had asked me to be his valentine. He didn’t end up getting me any gift for Valentine’s Day and he thought my behavior was off that day, thinking I was mad at him. We are not dating or even talking, so it didn’t make sense for me to be upset over that. But, he believes that I ‘hate’ him because he didn’t gift me anything.
