For the same reason they smile at you from outside their cars.

That said, in a car, they can drive off and not have any ramifications.

It's sort of like asking questions anonymously.

Interacting with you because he's not in a car offers the chance of God knows what - drama, relationships, whatever (and this takes time).

The guy in the car won't interact with you. He sees you are attractive but there won't be any interaction to complicate things because he's just going to drive off.

I would think that would be obvious: they find you physically attractive.

The only thing a stranger can know about you when driving by is what you look like, and if they like what they see, they're likely to smile, or even wave.
