Why does a boy who shows he is clearly interested in me doesn’t want to meet up again?

I have this situation, I am talking currently to a boy who I really like for 3 months but we have met each other only once.
we talk everyday through the day, basically texting through the day and checking up on each other, when he is home, sending pics, songs, voice messages, memes etc
YET i can't seem to understand why we can’t meet up again… ?
each time i ask he tells me he busy, work or something like that.
I dont know what to do because i do like him, and he gives me signs he does too then why it feels like he doesn’t want to meet again.
should I give up on him?

forgot to mention that he lives in another city. about 1h drive from me. and he brings that up too as its too far away.

@confusionlama per your update, I would move on. Sounds like he isn't ready for what he considers a long distance relationship. The distance isn't going to change and he seems to have issue with it.
