People who flirt all the time are just looking to feed their ego with people's responses. They don't know how to create and nurture a healthy relationship, so they settle for the thrill they get when they can get someone to react to them. Often, they don't even care what the response is... they just want to believe they have the power to trigger a response. You're correct in believing these people aren't likely to make quality partners. They're just in it for the moment, not the long haul.
