I think you should develop a friendship with this boy. There is no way to 100% know if someone likes you. There are many signs but even those don't 100% mean that they like you. But history matters. By the time your 18-25, that history you built will be worth a lot.
Develop a friendship and use that friendship to develop the awareness of how to maintain a relationship. If you date him too soon you will mess it up or he will. People in there 30s still don't know what they are doing. So develop friends and consciously write down why you think your relationships are thriving or failing. You must develop a conscious awareness around relationships period, whether they be romantic or friendly.
The tough part is, if he does like you, odds are at some point he is going to make a move probably before he and you are actually ready.
I'm not really sure how to approach him and try to build a friendship? Do you have any advice for that?
Relationships are grown through bonding. You can bond intellectually, emotional, or physically. For the relationship to take hold, you two need to bond. The quickest way to do that is through an emotional connection. Don't force anything though. You have plenty of time. It will happen, however it happens; but the strongest relationships have deep emotional bonds not just intellectual or physical. You have a best friend? You will notice that she/he has the deepest emotional bond with you out of all your friends or at the very least she has the deepest connection regardless of which ones.
I believe these are mandatory traits for everyone: Courtesy, Tolerance, Open mindedness, and Kindness. These will allow you to not miss up what you are trying to do. I would study them well.
The first girl I ever communicated with over the phone was when I was like 12 or 13. Me and her still talk to this day. And yes we both have romantic feelings for each other. We just haven't cross that line and I don't know if we ever should but the point is what you are trying to do is very possible.
You can just start be talking to him whenever you get the chance. I assume you guys are in the same classes. Follow your instincts.

He'll change a lot in the next 15 years, while he resolves adolescence. Just be his friend and don't worry about labels or dating. If the two of you connect as friends, something special could develop in the future, but now is not the time to even consider what might happen in the future. Just enjoy where you're at rather than focus on where you want to be. Both of you are still too young and inexperienced to understand relationships. Take life slow and easy.
He can be ur first crush probably , but at 13 hmmm... But how he behaves in front of you that Also would decide that if he likes you back or not.
