Guy's Behavior

Is he into me or does he at least find me attractive?

Went for a staff party to celebrate a colleagues birthday. It was a sit down meal and the guy in question sat opposite me. Over the course of the evening, we kept glancing at each other, I caught him looking at me and he occasionally looked at my cleavage. Also, most times when I took a sip from my drink, he did the same thing.

a bit of background; he is 25 and im 28. He is a very shy/quiet guy. When it is just us two he will talk and be silly but he is shyer when others are around.
when we stopped wearing masks at work, the first time he saw my face he looked at me and very quickly looked away. Before, when we had masks on he would stare into my eyes.
Is he into me or does he at least find me attractive?
