In my experience it’s pretty rare for a girl to be ”loose”. But some are tighter than others. Here’s how I would classify it before penetration:

1 finger is hard to slide in: very tight
1 finger less difficult to slide in: tight
2 fingers hard to slide in: not as tight
2+ fingers easy to slide in: loose
