Why did he get nervous when he saw me?

I have been talking (ish) with this guy, and there is definitely a mutual attraction between us.

I was outside the library, talking on the phone when I saw him walk inside. He was working and moving palettes. He noticed me, then looked away and straight ahead. He came back out and side looked at me and kept walking. This happened a couple of times: he looked at me, then looked away.

He finally waved at me when he was going into the library the last time.

I don't know if he got nervous, but probably unsure of how to react. Just as he was noticing you, you were noticing him as well and didn’t take it upon yourself to wave or say hello (unless you just didn’t mention that). Stepping into his shoes for a moment, you’d likely react the same, like why aren’t they saying hello? Is it the appropriate thing to do at this time? Would I be bothering them since they’re on the phone? A plethora of possibilities but all we can do here is speculate. Which ultimately leads me to advise being direct and asking him if you want the factual answer and not just a bunch of assumptions and opinions.

I do that when I like a girl A LOT (a lot more than just the desire to sex her). But I never do anything about it either bc it's pointless.
