He doesn't intiate but he responds instantly and with more than double the amount of messages I send. Is he just keeping me dangling?

I feel like this guy likes me a lot and is attracted but is just doesn't feel a connection with me. I was straight with him and told him I liked him and was interested in going further.

I asked him to deliver some money to some people for me. I asked him to let me know when it was done and he never did which pissed me off.

I really needed to make sure itn was done so after two days of silence I asked him if he did it.

He confirmed he did and he sent me back 10 texts in a row and all these whatsapp stickers saying nice things right away. I sent him two texts.

I thanked him back and he's silent again. I can tell he is a shy, cerebral type who has trouble getting out of his head and needs to make sure everything is just right. But at the same time, I feel he is wasting my time.
