You can say the same thing about dick pictures and exactly the same thing is happening.

Just because you personally are not rewarding the behaviour with sex does not mean that it isn't being rewarded with sex.

But also 'cocky' is far more subjective anyway, where you see arrogance or perhaps something low brow, some other woman is seeing a cheeky, playful, confident man.
