Did he not see me as a true friend?

I'm extremely hurt by my guy friend. We met a year ago, and initially he showed interest in me (mainly sexual), and he kept chasing me. I told him that I had boundaries and that if he was interested in me more than just flirting and stuff, we could talk. He apologized and wanted to be my friend, and I accepted because I also wanted the friendship. I really loved him as a friend, although I had feelings for him too. But I didn't expect him to change, I just wanted to be his friend. He kept giving me mixed signals when we were friends, but I ignored them as he didn't really talk about a relationship as I wanted. After 6 months of our friendship though, he sort of kept forcing me to tell him how I truly felt about him. I didn't understand why he was asking, because he apologized for flirting with me, but now he wanted to know if I liked him romantically. We were good friends (1 year) and I thought perhaps he wanted to take the next step. So I told him what I felt because I expected that he'd reciprocate. But he didn't, and he told me "We're friends, but who knows what the future holds". I'm extremely hurt by him. Why was trying to gauge my interest only to make me vulnerable for nothing? We he using me or is he a genuine friend who is confused?
