Confused about my ex?

So my ex and I broke up a long time ago but we have remained friends at a distance. Took us a while to start talking again.
I always initiate contact but he asks to catch up. He says we are good friends and I can share anything with him but I’m the one always reaching out.
Why does he reply and ask to catch up but doesn’t try and have a ongoing friendship? It’s more like friends at a distance and whenever I contact him. We caught up and then covid hit.
