What does it mean when your guy friend continuously jokes about sleeping with you?

My guy friend has always flirted with me and calls me “shorty” because of our height difference. However, recently he wanted to hang out with me. We went and ate somewhere and he even paid for my food which I intended to pay for my own food but he persisted on paying for it. During our hang out he’s made sexual jokes including me and him. For example, he mentioned that me and him should fuck in a spot that we passed by and he mentioned that we should fuck before my birthday. He also asked me if I would fuck him in different circumstances and he said that it would be better if I wasn’t wearing a bra. Every time he said one of those jokes he would pause and smile at me but then claim it was a “joke”. The first time I thought that maybe it was just a joke because he said it once and he mentioned other girls but he’s made a lot of sexual jokes about me and him so is he actually joking around or does he mean it?
