Is it a bad thing if he keeps asking to touch me?

My friend recently confessed feelings for me and asked me out. I told him I am not sure how I feel and I need some time to think. He keeps telling me ok, but I have to keep reminding him as he asks me out every other day. I finally told him that I am not interested in going out with him. He said he understood, but then wanted to become friends with benefits and that he would give me some time to think about it. Everyday, he keeps asking if he can touch me. First he said it would just be making out, then he keeps asking if he can touch my "privates" (don't know what I can or can't say on here), but you get the idea. I just feel weird that he keeps asking me, even though I haven't made up my mind. Well, I have, but haven't told him yet because he is honestly scaring me. but my friend said that he is sweet because he is asking me before doing anything and that I should go for it.

That's not sweet. That just sounds like a lion tracking its prey. Get away from this guy. This isn't a good friendship (or relationship). What is attractive or sweet about a guy CONTINUOUSLY asking to touch you after being given the "maybe" (which always turns to "no") response? Creepy as frick.

He asks to start dating and you say "no," and then he says "okay, let's just have sex." He is hoping that having sex will lead to more than just sex and if you don't want a relationship, then why start down that path?
