I would usually say an unsolicited half-naked picture is not a good sign. Though, if you feel comfortable and not taken aback by his behavior, it doesn't necessarily mean you should stop pursuing him. More like proceed with caution and trust your intuition if things are becoming uncomfortable or weird.
