What does it mean when a man offers to help you?

It means he's offering help.
Just because a man does something there doesn't have to be a hidden meaning. If there is a motivation behind helping it could be anything.

For example if my girlfriend is carrying multiple shopping bags I might want to help because she is struggling to carry them and it's the right thing to do, or I might have spied some ice lollys and fancy my chances of one as a reward, or I'm horny and just thinking quicker the shopping is out the way the sooner we can have some sexy time, etc. Note these are examples and not limited to them.

Essentially if there is a reason then it will be apparent if there isn't then don't try to read a subtext that isn't there.

It means he's being kind enough to offer to help you. He sees another human being in need of help and at least tries to help out. EXACTLY what ANY human SHOULD do for another!
