He asked me out 3 times in which I declined all those times do to my schedule. He stopped talking to me completely do you think he’ll ever reach back out again we used to talk a lot it’s been 3 weeks. Or do you think he forgot about me?

Hopefully he did move on. If you rejected him 3 times then there is no reason for him to continue communication with you because his reason for talking to you was to get you to go out with him.
