Should I wait for him or just move on?

Do you guys got scared because a girl wanna hang out and you're super shy so you refuse because you got your tongue tied up and you're afraid to look stupid? I have a big crush on my bestie's brother he studies abroad, we meet in summer he obviously like me by showing signals asks about me and ask me to stay over but he cannot be with me alone if he wanna hang out he asks his sister to go all of us in a group if he wants to see me he asks about me his sister , we were shaking hands in a kind of saying "hi" but when he wanted to leave the country to study he hugged me in front of his mother when he came back he asked his sister If He should shake hands or hug me because he was scared if i'd say "no" or friendzone him, I asked him yo hangout 3 times and he always finds an excuse to say no , he even lied that he has a date with another girl (cz he was mad at the moment), and he told his sister that he lied to me just bcz he was mad nd can't stay alone with me. I cried because he's not being brave to ask me out , he touches (inoccently) me teases me , it's obvious that he likes me even his mother is setting me up with him but when we swim in the beach we go both of us deep in the water together and hugging and touching in a romantic way and I catch him many times looking at me , when we swim together in the water he grabs my waist and looks in my eyes in a romantic way nd take em off, I go with the flow I got shy , it almost seemed he wanted to kiss me, i feel like he needs an empty space so we can do smthng but he's shy to ask me. so should I wait for him or move on?
