This is a fairly easy question. I can only speak as a guy (a self-controlled one, actually), but the urge to take things further is DEEPLY instinctual. What I mean by that, is that when a guy is with you (or any woman) and is genuinely attracted to you/her, the urge to get himself inside her/you is INCREADIBLY hard to resist, and furthermore, when kissing and touching an attractive girl, NO GUY is consciously thinking of what to do next in order to progress further. It is pure INSTINCT. We are not thinking at all, and once you indicate you're even slightly sexually interested in us, then it is a foreign, irresistible compulsion to get our **** as deep inside your ***** as we can, as soon as we can. No guy (especially not teenagers) have any idea what they're doing, and the chemicals, blood flow, and awareness quickly move to the between her legs... WE CAN NOT HELP BUT FEEL the NEED to start fucking - and if he is not inside a vagina withing the next couple dozen seconds, our bodies kinda take over. Our bodies basically start fucking whether we in her or not - so all we know is that the closer we get to that particular spot, then the more right it feels (not to mention that women's legs and thighs are really really sexy on their own - making that a logical thing to want to feel - even if its only though the pants).
Don't you ever feel that big push when you masturbate? like when you want it to last a little longer, but you went too far already, and you know you can't stop yourself from cumming, so you just give in and turn up the intensity... It's kind of like that for us; Letting a guy grab your inner thigh ACTUALLY MEANS SOMETHING to him, and mor importantly, to his body. Once that switch is flipped, if we can't get inside her immediately, we want to get as close to feeling like fucking as possible.
So it's not like we are 'choosing' to do it and a tactic or seduction move, not at all... Instinct is compelling us to pay attention to the urge for sex, and it is as easy as breathing to rub ourself on whatever part of the woman we can get to - and preferably a sexy part. Does this make sense? I'm trying to be a little proper and not be too crude (since I don't know you and don't want to make you uncomfortable), but that really is the answer - we do it because we are compelled to move our body parts against the girl's parts, and we never even notice it, and certainly never think about what we're doing... so who ever you're with, when it gets to that point, I PROMIS you, than he is not plotting or planning his moves on you... he is just going with the flow, while never being aware that he is being pushed.
I really hope this gives you some piece of new perspective.

P. S. - I am ONLY speaking about both parties consenting, here. Getting caught up as I described is NEVER any reason or excuse for a guy to mistreat the girl he's with. He can be snapped out of the moment - like if you say stop - but short of that, and you're both having a good time... his mind is miles away!
