I can't describe in words and I haven't kissed anyone though, but I think it's more lovely feeling and love gets more passionate by doing this. I also think a girl looks most beautiful if their eyes are the most beautiful part. I also would do the same and that's why there are many proverbs about eye-to-eye contact!
Well, it's true what they say, you can see looking into someone eyes as: a window to your soul. Everything you do or say starts with you seeing it through your eyes. So if you give a neutral or positive reaction to the stare he'll kiss you, otherwise he'll back off. It's kinda looking for an affirmation that he can go on. Besides the confirmation, it's also a sign of intimacy. If someone else stares at you like this, you would feel uncomfortable, if he does.. well, you're not disliking it right?
