Men enjoy making out, but if we make out for more than a few minutes, being aroused for an extended period of time without a "release" will give us that condition that's colloquially called "blue balls" (it's really a sore prostate gland). This is likely the biggest reason that men tend not to like JUST making out. Yes, obviously it's going to make us horny and want to have sex too, but if that sex doesn't happen, then it also leaves us tender and sore, and most guys actively avoid having that happen. If that wasn't a factor, then I think more guys would be okay with only making out once in a while.
