There’s nothing else for this to mean other than what he’s already told you, and it’s that he doesn’t want a relationship. It isn’t your cue to keep engaging in flirting and constantly texting, because it’ll only make you confuse his actions, wait around for him to “be ready”, and basically just waste time that you’ll never get back. So if he doesn’t want you, that’s ok, but I would really friendzone him hard so that I could move on if I were you.
