Is he sending memes as bait for me to initiate?

I started talking to this guy that use to work in the store next to me, about two months ago. I will be honest and say due to past experiences, I usually let the guy text first and initiate conversations because I don’t want to feel annoying or clingy.

He has pointed out that I never message him first, and we’ve tried to schedule a few times to meet up but my work schedule is really busy and it’s been hard.

I’ve noticed that now, unless I post a selfie or something where he will tell me he misses me etc, he doesn’t initiate much of a conversation, and will instead send funny videos every other day or so, to which I just press like. Is he not interested anymore or is he waiting for me to talk? Or is this a way to bread crumb me?
