Guy intentionally avoids you when you dress up? Please answer?

This dude has been showing signs of attraction and interest. I usually always dress down but the only day I dress up in a sundress and hat he pretends I don’t exist? He came around some moments but not like how he usually is.. he’s usually always looking and smiling. It was the opposite

does this mean he really wasn’t interested or he thinks I’m trying to get his attention and wants to avoid me? It was so weird

But the first thing I noticed is that he’s always looking at me. Not staring but always shooting glances at me no matter where I am in the room. If he’s passing, across or if I’m just walking through the doors he’s looking and smiling.

He tries to subtly get close or stand close. Not inappropriate or sexual way… and not often. He was helping me with something. He was guiding my finger but he placed his hand gently on mine while doing so

Or he was like “I finally get to come over to you. How are you?”

But he could be like that with others I don't know
