I will work under the assumption that you are asking what you should do. Well, if he is shy, then you are going to have to make the first move.

Try flirting with him and see if there is any reaction. Problem is though, if he is shy, even flirting might not work. Your only option is to try and talk to him and see if there is any sign he is into you.

Shy people are not going to make the first move. Now, if he isn’t shy, he may just not be into you. That’s natural that not every guy you run into is going to have a thing for you.
