Best just be open the longer you hold off the less chance you have and the more crazy your gonna make yourself, just tell him your young if he makes it weird he ain't the one for you and I'm sure you will be more then fine.

I believe his ability to talk to other girls and not you is that he really likes you and he is afraid… you you need to make that move. Break him out of his shyness.
