Why is he acting like this?

so I told a guy friend I made a few weeks ago (who has a girlfriend) about a guy I like and he puts him down in any and every way possible by saying that "he's ugly" "doesn't have confidence" "has a shitty fashion sense" "you could've done so much better" "you've got so many options" etc and he's telling me to save my money and not gift the guy I like jewellery. I don't know why he's acting like this.

back story on this guy friend: he approached me a few weeks ago we had a conversation and he asked for my insta. He even added me in his close friends list on insta after having a conversation with me twice like I don't know why he even considers me as a 'close' friend and trusts me that much. So far he has only posted about himself and his girlfriend on his close friends story twice

He is probably a guy who will jump to the next best thing. If he will do this behavior for you then he will also do it to you... "Yeah, I got a girlfriend but you are on my Possibility List" is pretty sure to break a lot of hearts hopping around from girl to girl !!
