Guy's Behavior

He said he waited years for me because he wanted me to be his first?

He said he waited 4 years for me while he was away in a different city. When he came back to my city he came looking for me right away (he actually said his plan was to come see me right away) He lost my number so he had to track me down. He said he saw other girls while he was living away but it didn’t feel the same. That he waited for me because he felt the most comfortable and safe. He said he wanted to remember me forever and that he was happy i was his first and no one else. He also cried to me about all of this. Does he have love for me or is he just simply using me as a safety net?
