How to tell if someone is still into you?

The question is pretty self explanatory but for some background info I have an ex that has been actively flirting with me for awhile and it keeps increasing every so often (followed by him trying to “ignore me” but everyone sees him staring at me and watching me)

I can always tell based on their actions not by words because if a guy still likes you he will just tell you he does but it’s obvious to tell by his actions?

That’s the thing is that he will openly flirt and show by actions that he does but then won’t say anything or will even seem like he’s trying to hide for like a week or two after that. It’s so confusing
