Why would he randomly say hello and disappear?

We haven’t been speaking regularly. He recently initiated a conversation and then started responding less. Why do people do that?

To say 👋 usually to hope the person has changed in some way that drive them crazy or away. Sudden stop likely means there was just enough conversation to remind the other why they disconnected.
