There is this guy who always stares at me and whenever I looked at him he looked down after a few seconds of eye contact, and we usually see each other twice a day (in class, and on the stairs after sixth period) but today he did not stare at me in class but when we were walking on the stairs, he looked at me, looked away and then looked at me again, does this mean he is over me or what? Can someone please help me understand this?

It's impossible to know what someone else is thinking, but I doubt he feels any different about you today than he did before. I suggest continuing watching him to see if he goes back to staring at you in class before making any conclusions.
