No, I think most men, probably ALL men, would whistle at her as a way to compliment her on how gorgeous or sexy she looks! If I see a gorgeous girl half a block away or across a very busy street, I'm not about to go chasing after her just to TELL HER how gorgeous I think she is! Especially if I'm in a rush and don't have the time to go after her! Besides, how stupid is THAT gonna look? "Excuse me, miss, I just wanted to let you know that I think you're gorgeous and I was nearly run over by 6 cars and a trolley and 2 buses just to come tell you that." Then what? I turn around and go back across the street having accomplished my mission? And, I'm not about to YELL IT across the street, either so, a whistle will get my point across and, hopefully, she'll take it as the compliment it was intended to be!

I'd never do it, I'm not that confident. But I have heard women say they like it and it's a confident booster for them. Also I've herd them say if they walk by certain groups of men thinking they will get cat called/ whistled at and the men don't they kind of get disappointed. Also the women that like it say they have to pretend not to like it because that is the game. I'll say it onece more I don't do it and I'll never do it, I'm not that confident also it seems pretty low.
