Well there was this guy I knew a little bit, but one night we met out and we had sex in the car after the club. Then we met up again, more like a date, we were just talking for hours and we hugged and kissed goodbye. But we didn’t get sexual. Why not when we have already been there once?

Well, sex is made in 2, so I assume he didn't initiate anything, but you didn't either. So you weren't in the mood as well, I think. If he perceived that, he was just being in tune with you I guess.
If you met more like a date then probably he met you with the intention to know you better and see relationship potential, which means not necessarily having sex.
Maybe he wants to avoid giving you delusions (meaning feelings) while checking what kind of person you are, because it's quite common that girls get attached after sex and would expect more than just sex. So I guess he took a step back to instead check the potential relationship side without confusing you with more sex.
Or maybe, simply, he waited for your signal, which didn't come.
I think, if you end up on a date again with him, before going you should ask him what his intentions are, saying you want to make sure you are on the same page.
