It does not sound good when someone is referred to as a person that is damaged goods.

It could be interpreted different ways but all of them have a definite negative connotation.

It could be a person that has a criminal record, many previous partners, children, a history of mental or physical health, be (or have been) homeless, be financially dependent on others such as some kind of government financial assistance, unable to keep a job for a longer period of time, or simply have an odd character or personality that conflicts with what is acceptable to that other person.

"Damaged goods" is a commonly used idiom in the English language meaning that the person carries a lot of emotional baggage that makes it difficult to deal with them.
