Sounds like he's not being honest, or is not as interested as he thought when was... or whatever elses. Bottom line its not good. When people say they will do something, and then they don't... its kind of pet peeve of mine.

If you said you do this one thing and you don't, well how can trust you later on when say you'll do things?

Actions are what matters most at the end of the day. If he isn’t doing what he promised then clearly he was not being honest, that’s not even an assumption either it’s right there in your face. You could call him out and I’m sure he would say sorry, make some excuses then go right back to this. You don’t want to have to remind a man of promises like that, it would automatically be a priority if they genuinely wanted to do it.
