Why does he hide from me when he sees me?

My crush is someone I liked secretly for a long time, I never told anyone about him. He's my neighbor too so we've crossed paths so many times but I never dared to talk to him or even to make eye contact because I'm so, so very shy. He's also a friend of my big brother. Sometimes I get the feeling that he likes me too, I saw him few times looking at me from a distance (or at least looking at my direction), and sometimes I get the feeling that he intends to bump into me, but he doesn't talk to me, and neither do I. I feel that he's a shy person too. Recently, I noticed that he's avoiding me, he closes his window as soon as I come to his view, he changes his pathway when he sees me walking to his direction... One day I decided to go straight to him and ask him innocently about something but he pretended he didn't see me at first, his eyes were somewhere else until I greeted him twice he brought his attention to me. But when he talks to me, he's very decent and respectful. I don't know if he's just shy to approach me (knowing that my brother knows him) or if he simply doesn't like me at all. To this point, I feel like he doesn't like me.
