He’s my married neighbor (totally not my type and too old and washed up) he offered me to go with him to the park so our toddlers could play, I never did. He also makes a lot of noise in his apartment on purpose once I started ignoring him. I called the police and property manager on him.

Yeah probably his marriage is on the rocks and he wants to jump ship... midlife crisis, whatever, hot neighbour moved in. Don't ask me how I know this stuff.
