Is his friend now interested in me or he’s spying me?

A guy rejected me months ago. Recently his really good friend is viewing my instagram stories and he doesn’t even follow me there.

This has happened couple times so it’s not like it’s coincidence. Is he stalking me behalf of his friend or he’s interested? When he viewed my stories he wanted to be discreet as possible, I wonder why?

Because the other guy rejected you months ago. If he was watching your story a week after the rejection, that might be different, but it's been so long.

The guy wasn't interested in you before. That's probably not going to change now that he has to work harder for you. Unless, of course, he wants to fuck over his friend by sabotaging your relationship. Guys' friends can be real assholes like that.
