Guys who stare at you or your body but don’t greet you or smile?

I work with a lot of men. I see them but we don’t work closely so we aren’t super close. Sometimes I’ll catch them stare at my legs (wearing pants). Sometimes they stare at my face first but no smile and no greeting (I probably have a neutral expression too) then they might stare down at legs. What’s the thought behind this? No smile, no expression.
