I see, scar tissue should be removed so that healthy tissue can regrow in the gap it leaves behind.

Scar tissue blocks bloodflow, nerve conduction, etc. its a sign the body did not fully heal from the injury, and needs a second go at it. I still advise seeing a doctor, but not for my initial diagnostic reasons if you already know what caused it.

As far as cosmetically or aesthetics go, its not likely to bother a partner. My first thought before you mentioned scar tissue, was to check for a tumor.

im scared of it growing back bigger and thicker, thats the problem and I saw a doctor already and they actually told me they wouldn't recommend it. so im stuck with this and its making me super insecure
