Why would a guy say he didn’t like me but then randomly message he hopes I am doing well?

We’ve been friends and he moved away, I admitted I liked him but he said he didn’t see anything between us…there were times when he showed signs of liking me too and then out of the blue he sends a message saying he hopes I am doing well?

It could be a number of things honestly. Maybe he's keeping you on the hook in case he ever changes his mind. But if I were you, I wouldn't read into it too much, just live your best life because at the end of the day, if he decides he wants you he'll probably make it clearer than that.
