Is there a reason why, if a guy does like you, he won’t make a move?

One of the reasons might be due to what he already knows about the person he likes. As in "Oh, she is very picky", she "already has a crush on someone else", "she is a mean one", and so on. If the guy either had bad relationships or had no other experience, he is going to have a rough time sorting out the information and then convincing himself to approach you. Which, from personal experience, can be frustrating to anyone. This is essentially what happens when you play "battleship" with relationships and make assumptions out of nowhere - direct confrontation almost always helps make the situation clearer.
